The Foral Decree 24/2017, of December 12, regulating the economic benefits of Law 39/2006, of December 14, on the Promotion of Personal Autonomy and Care for Dependent Persons aims to guarantee the quality of care provided to dependent persons, as well as to ensure the well-being and quality of life of the caregivers.

With this dual purpose, as a novelty, the right to training is recognized for caregivers. This training will consist of acquiring the knowledge and skills necessary for the care of dependent persons, as well as obtaining practical information on legal aspects, other benefits and services.

These support and training courses are aimed at non-professional caregivers providing care to dependent persons in the usual home of the dependent person who receive the Economic Benefit for Care in the Family Environment (PECE) and who are listed as a caregiver in the scope of this benefit. The support and training courses have a duration of 16 hours, divided into 8 sessions of 2 hours.
