The Monitoring model for cases in which the financial assistance is received for care in the environment, which is suggested, is not an analysis of the benefits and services, and it does not aim to reflect on those aids and their development over the last years.

Despite being regarded as an exceptional provision in a legislative text, the well-known trend on its size relative to other aids and services shows us a reality in which the PECEF has been first placed in the ranking of assignments of the service and assistance catalogue. Reality in which this benefit has acquired an unexpected dimension.

Unlike other services or aids referred to in Articles 14 and 15 of Law 39/2006 on the Promotion of Personal Autonomy and Care for People in situations of Dependency, such as Nursing Homes, Day Centres, Home Help Service, Telephone assistance or even other financial aids such as those linked to a service (PEVS) or the Personal Assistant (PEAP) in which participation in formal services is given, in the Financial assistance for care in the environment (PECEF), incidence and adequacy can only be found in the hand of the dependents themselves or their caregivers.
