A detailed analysis of the results of the evaluation of the actions under the Second Action Plan “Madrid, an Age-Friendly City,” along with an analysis of outcome and impact indicators derived from focus groups and population surveys, plus a comparative study analyzing 21 age-friendly city action plans—both nationally and internationally—has served as the basis for the design of the “Third Action Plan: Madrid, an Age-Friendly City” for the years 2026–28.
The plan, which received technical assistance from Matia Instituto, has been designed using a participatory methodology that has involved the various departments of the Madrid City Council, under the leadership of the Department of Social Policies, Family, and Equality through the General Directorate for Older Adults and the Prevention of Unwanted Loneliness and the Sectoral Council for Older Adults of the City of Madrid.
With this new plan, Madrid continues in the fourth phase outlined by the WHO: that of continuous improvement, which, far from marking the end of the journey, signifies a renewed commitment by the city to the integration of older adults into municipal planning.
