This article analyses the design process for the Basque Strategy for Older People 2026–2029, within the context of the evolution of policies on ageing in the Basque Country. Using a mixed and participatory methodology – based on trend analysis, a review of plans and strategies, consultation with key stakeholders and collaboration with representatives of older people – the main challenges and opportunities associated with longevity were identified.

The results demonstrate the consolidation of an approach centred on a fulfilling life, intergenerational solidarity and the active participation of older people in the design of public policies. The process gave rise to five strategic priorities relating to life course, care, loneliness, community action and knowledge generation. Furthermore, the need to strengthen information and evaluation systems in order to respond to an increasingly long-lived, diverse and complex society has been highlighted.
