Design and support for the development of the National Curriculum for basic home care services for older adults in El Salvador, and for the design and implementation of the training course for trainers

The objectives of this consultancy are:

  • Design a basic home care training curriculum for caregivers of older people with or without disabilities
  • Support a team of experts in El Salvador in the detailed development of this curriculum.
  • To support the design and implementation of the first training course for trainers based on this curriculum.
  • To evaluate and establish recommendations for scaling up this training course for trainers.

To this end, work has been carried out based on the following methodology:

In order to meet the objectives of this project, a working methodology is being followed that includes the maximum participation of all relevant actors in this process. To this end, the principles of Participatory Action Research (PAR) methodology will be followed as far as possible.

Based on this methodology, we are counting on the participation and/or contributions of all parties involved, applying different types of techniques, which in the first phase have mainly included qualitative techniques such as interviews and focus groups, necessary to incorporate the voices of older adults, family members, caregivers and professionals from different fields. This initial collection of information was complemented by desk research carried out by this consultancy's team and the establishment of a working group made up of the government of El Salvador, with representation from all the institutions involved in the process (Inter-institutional Commission), which monitored the progress of the project and reviewed and approved the documents produced to ensure that the proposed curriculum is appropriate to the country's needs.

During the curriculum development and training course design phase, the team was expanded with the hiring, by the Government of El Salvador, of a team of experts who, following approval of the designed curriculum, will be responsible for the detailed development of the curriculum content and the design and implementation of the first training course for trainers. Matia Instituto's role is to support this team by providing advice, reviewing and making proposals for adjustments to ensure that both the curriculum content and the design of the training course for trainers are developed in line with the principles of the person-centred care model and a human rights approach.

In this way, the project is developed in a participatory and co-created manner between the consultancy, national professionals and the government of El Salvador itself, in what is a clear commitment to building a curriculum proposal based on proximity and knowledge of the country's needs.

Results

The results of this project are as follows

  1. Delivery of a first advanced draft of the proposed design for the basic training curriculum for carers of older people with or without disabilities, validated by the government, in June 2024.
  2. Delivery of the final proposal for the design of the basic training curriculum for carers of older people with or without disabilities, validated by the government, in March 2025
  3. Delivery of the advanced draft of the contents of the basic training curriculum for carers of older people with or without disabilities, in May 2025
  4. Final report with all the contents of the basic training curriculum for carers of older people with or without disabilities and design of the training course for trainers, in July 2025
  5. Delivery of the report with an evaluation of the first training course for trainers and recommendations for its scaling up, in October 2025

The project has been developed with joint funding from the EU's EUROsociAL Puente programme and the Inter-American Development Bank (IDB).
The first phase of designing the National Curriculum was commissioned by IILA - International Italian-Latin American Organisation, within the framework of the EU Eurosocial Puente programme, and the second phase of supporting the development of the Curriculum and designing and implementing the Training Course for trainers has been funded by the IDB.
